BIC discovers Polish ad agency with Belarusian sanctioned banks among its clients

The company’s client list features Belbet, an online lottery operated by the state.

The BIC identified three companies with identical ownership, website design and similar names. They have the same customers listed in their portfolios, including those under Western sanctions. One of them was featured in our investigation into how the Belarusian authorities profit from gaming addiction, including among children.

The advertising agency OOO Dab Global is registered in Belarus. OOO Dab or OOO Kreativnoe Agentstvo Dab is registered in Russia. In Poland, there is a company with a similar name: Dab Agency Sp. z o.o. All of them belong to Belarusians Mikita Ustsinovich and Raman Shuliak. BIC journalists found projects for three sanctioned banks among the advertising campaigns described on the agency’s websites.

Bank Dabrabyt, which was subject to restrictions imposed by the United States in February 2022 and by the European Union and the United Kingdom in March of the same year, is listed as a client on both the Dab Global and Dab Agency websites. The BIC discovered that the agency had provided services to the bank between 2018 and 2020, as well as from December 2022 to December 2023 — long after sanctions had been imposed on the bank. The US list designates the bank as a state-owned entity.

The agency also collaborated with Bank Belveb following the imposition of US sanctions. According to Dub Global’s website, the company created a commercial for the web version of the bank’s mobile app in July 2024. Belveb is a subsidiary of the Russian state-owned corporation VEB.RF. Both Belveb and VEB.RF were subject to US sanctions even before the large-scale war began on 22 February 2022, when Russia recognised the independence of the self-proclaimed Donetsk and Luhansk People’s Republics. The following day, the European Union also imposed sanctions on the Russian state-owned corporation. The EU blacklisted the Belarusian bank only three years later, on 25 February 2025.

Bank Razvitiya was the third sanctioned bank and also a client of Dab Global. The EU imposed restrictions on it in February 2022. A year later, the company was still working with the bank. A project for the Belarusian Bank Razvitiya was also previously listed in the portfolio of Poland’s Dab Agency, but it had been removed by the time of publication.

BIC journalists discovered that the subject of one of our investigations, the state online lottery Belbet, was among the agency’s clients. In 2022, they produced a series of videos and advertisements for the company, which appeared on street banners and online. They created the visual style and website for the belbet fest music festival in 2024. After we sent an inquiry to the agency, the festival page disappeared from the Polish company’s portfolio — but it remained featured in the Belarusian firm’s work samples and on the agency’s website with a Russian domain.

The Belbet online lottery is owned by RUP Belorusskie Loterei, which is part of The Belarus President Property Management Directorate. The BIC found that Belbet operates as a virtual casino. However, it is not subject to the rules established for this activity. For example, it does not require players to identify themselves or verify their age. As a result, people, including children, lose money. EU sanctions were imposed on Belorusskie Loterei in March 2025 following the release of our investigation.

Dab Global cooperates not only with banks but also with state structures and state-owned enterprises. The company has won commissions from the latter, including through public procurement procedures. These include The Ministry for Emergency Situations of the Republic of Belarus, Belavia, the Minsk Civil Aviation Plant No. 407, Belpochta, the Social Protection Fund and Beltelecom. By the time of publication, all of these projects had been removed from the Polish company’s website. However, references to some of them remain in a presentation hosted on the same site. Notably, it still includes projects for the Ministry of Emergency Situations, the Social Protection Fund, Belavia, and Beltelecom. In March 2025, the agency’s website listed 125 portfolio items — now, only 113 remain.

The BIC sent OOO Dab Global and Dab Agency Sp. Z o.o. questions about their cooperation with Belarusian state structures and sanctioned companies. As of publication time, no responses had been received.
